Atlas Packer Phaser 3 is a free web-based texture atlas tool. You can select a bunch of local files and it will pack them into a primitive texture atlas, which you can then export the PNG and JSON data for.
Although it lacks any kind of max rect packing algorithm (meaning you'll get far better packing from the likes of Texture Packer) it's still completely free and will hopefully improve over time.
